The balance point
The reason blue hour is worth planning for is not the colour, it is the match. Street lamps, windows, signs and headlights are a fixed brightness. Daylight is not. Somewhere in this window the two cross, and for maybe ten minutes a city reads as lit rather than as either a grey daytime shot or a black night one with blown-out lamps.
That crossing point is short, so the working method is to be finished before it arrives: framing set, focus set, exposure rehearsed, and then shoot the moment the sky levels match. Bracketing exposure is worth it in stills. In video, watch the histogram rather than the monitor's brightness, because your eyes adapt to the falling light faster than the sensor does.
Why it reads as night
Audiences accept this light as night, even though there is far more light in the frame than a real night street would have. Sky detail survives, faces stay visible, and the whole image keeps a shape that a genuinely dark shot loses. That trade is old enough to have its own name, day for night, and this is the honest version of it: you get a night mood while still exposing a real sky.
The catch is scale. This look does not survive a long scene, because the level keeps dropping and the shots stop matching. Most productions shoot the wides and the establishers here, then move the dialogue inside or onto a lit set where the light can be held for hours.
Prompting it in AI generation
Models tend to collapse this into one of two wrong answers: a plain night scene, or a heavy teal grade applied to everything including the lamps. The fix is to describe the sky, the artificial lights, and the absence of the sun as three separate facts.

The most useful single instruction is a colour contrast. Cool sky plus warm practicals is what makes the frame read as twilight rather than as a graded night shot, so name at least one warm source: a lamp, a lit window, a phone screen, a car headlight. Adding no visible sun, no direct sunlight also helps, because many models place a sun on the horizon by reflex, and a visible sun cancels the entire premise.
In video, add that the sky brightness holds. Left alone, a model will often animate the sky darkening or brightening over a few seconds, and that drift is very visible when the frame is mostly sky.
